More information, please... would using a pre-existing program like Samba or FTP or scp or rsync suit your needs?  Or are you looking for code to include in your own program?  What about the routine is video-specific?  Are you wanting to stream video across the network, or just transfer a file from one computer's hard drive to another computer's hard drive?

What do we do differently if we wish to video stream a file across the network or even to a specific ip?

The only difference is that instead of saving the file to disk, you decode and display it instead.
