Hi,
  In linux, I want to make sure that the file ownership can be changed by the owner only and not by others (not even by the root). How can I do that?

First, assuring that the owner stays the same isn't enough, because what prevents e.g. root from moving your file away and putting another in its place?

With normal file permissions you can't do that, as root can do everything, so you need a customized system, using some help from the kernel in the form of something like SElinux.
